Layton's not making a fool of himself here

but I'm not sure if I agree with him here. Yes, the EI fund is for the administering of the program, but the whole program is a labour market cushion. Using the funds to make the labour market more amenable to employment (at least in the current economic ideology) would seem like it's within the purview of the EI program because it contributes to the bottom line of getting people re-employed, n'est pas?
